Job Overview:
Parsons is hiring a seasoned HSE Manager to lead and oversee health, safety, and environmental management across a major infrastructure development program. You’ll be responsible for setting strategic direction, monitoring compliance with global standards, and fostering a zero-incident safety culture across all project phases.

Key Responsibilities:

  • Develop and implement project-specific HSE plans aligned with corporate and client policies
  • Lead and mentor on-site HSE teams, including Safety Officers and Inspectors
  • Ensure compliance with national and international HSE laws and ISO standards
  • Conduct inspections, audits, and incident investigations, and track corrective actions
  • Promote proactive safety campaigns, toolbox talks, and behavioral safety programs
  • Evaluate contractor HSE performance against KPIs and ensure accountability
  • Prepare incident reports, conduct root cause analysis, and ensure closure
  • Liaise with client HSE reps, authorities, and third-party auditors
  • Deliver safety awareness and training programs for all personnel
  • Submit periodic HSE performance reports (weekly/monthly)
  • Drive continuous improvement initiatives across the site

Requirements:

  • Bachelor’s degree in Safety, Environmental Science, Engineering, or related field
  • At least 15 years of relevant HSE experience, including 5 years in leadership on large-scale projects
  • NEBOSH IGC or equivalent certification is mandatory
  • Strong command of ISO 45001, ISO 14001, and global HSE regulations
  • Skilled in incident investigation, risk assessment, and emergency response
  • Strong leadership, stakeholder communication, and digital reporting capabilities
  • Ability to promote a safety-first mindset and lead by example

Preferred Qualifications:

  • Master’s degree or diploma in Occupational Health & Safety or Environmental Management
  • Membership with IOSH, IIRSM, or equivalent recognized body
  • Previous experience in the GCC and familiarity with local legislation
  • Worked with major clients like Royal Commission, NEOM, or Red Sea projects
